2020 - 2023 Police Jurors

District 1

Mr. William Todd Culpepper is the President of Jackson Parish Police Jury for 2023 and has served on the Jury for District 3 from 2000 to 2004 and for District 1 from 2012 to present.  He is the son of the late Bobby Culpepper & Beth Culpepper and is married to Ms. Laura Humble Culpepper.  Together they have two daughters and four grandchildren.  Mr. Culpepper is a graduate of Weston High School and has a Private Investigations License through the State of Louisiana with certifications from the University of Louisiana - Lafayette, North Louisiana University, Baton Rouge Community College, and Bossier Parish Community College.  He also attended the National Academy for Paralegal Studies.  

Mr. Culpepper has been involved in a number of community service organizations such as membership at First Baptist Church of Jonesboro, coaching Little League baseball, basketball, and softball teams over the past 35+ years, membership on the Sparta Groundwater Conservation District, membership with the LA State Board of Private Security Examiners, member and past President of the Jackson Parish Chamber of Commerce, past President of the Jonesboro-Hodge Kiwanis Club, membership with the Jonesboro-Hodge Lion's Club, member and Chairman on the Jackson Parish Hospital Board and the Jackson Parish Ambulance Board, and Council Member for the Village of Quitman.  

Some notable projects that Mr. Culpepper has participated in during his years with the Police Jury include being a part of a three-member group with Bobby Greer and Tommy Chatham that met with Governor Mike Foster to get $1.8 million to complete Lakeshore Drive, replacement of the bridge on Bear Knoll Drive, overlaying Wolverine Drive, building the Dr. Charles H. Garrett Community Center, funding the Veteran's Memorial Park, building the Chatham Branch of the library, blacktopping projects throughout the Parish, supporting and maintaining the Jackson Parish Health Unit, numerous projects to support the Jackson Parish School Board, and supporting community water enrichment projects impacting water systems throughout the Parish.

DISTRICT 2

Mr. Lewis Chatham is a newly elected Juror for 2020 to present.  He is dedicated to serving his constituents from District 2 as well as the Parish at-large as a member of the Police Jury.

DISTRICT 3

Ms. Amy Carter Magee has served on the Jackson Parish Police Jury since 2015 through her current term.  In that time, she has served as President for two years, Vice President for one year, Road Committee Chairman for three years, and Operations Committee Chairman for two years.  As Road Committee Chairman, Ms. Magee has been a fervent advocate for road improvements throughout the Parish. 

Ms. Magee has had a dedicated career working for Jonesboro State Bank where she is involved with community outreach through the Pledge 10 program.  She is a graduate of Weston High School and is a member of Ebenezer Baptist Church as well as an active council member for the Jackson Parish 4-H program for the past 15+ years.    

Ms. Magee is a lifetime member of the Jackson Parish community where she raised her two sons Cody Donaldson and Jesse Magee and is married to Mr. Darrell Magee.  She is also blessed to have four grandchildren.  Ms. Magee is proud to call Jackson Parish home to her and her family and is thankful for the opportunity to serve as a Police Juror for her community.

DISTRICT 4

Ms. Sheketia Combs is a newly elected juror for 2023 to present. She was appointed to represent District 4. She also serves on the Solid Waste Committee, Building & Grounds Committee, and the Parish Cleanup Committee.

DISTRICT 5

Ms. Tarneshala Cowans was appointed to the Police Jury to represent District 5 in 2018 and is serving through her current term. She has served as Chairman of the Policy and Personnel Committee and Finance Committee and is currently serving as Chairman of the Veterans Committee.  Her family and friends call her Niki.  She graduated from Grambling State University in 2003 with a B.S. degree in Criminal Justice and is currently working on her Masters Degree in Christian Counseling.  She is a certified youth intervention worker as well as a law clerk and business owner.  She has been a law clerk for Attorney Yumeaka Robinson Washington for 6 years, and has owned a detail shop/auto care center along with her husband for 9 years.  She also has a youth organization MPAC, Making Provisions for All Children, Inc.  

Ms. Cowans is looking forward to the improvements to be made in our Parish.

Her daily scripture is Jeremiah 29:11 “For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.”

DISTRICT 6

Ms. Regina Rowe has served on the Jackson Parish Police Jury from 2016 through her current term. She has served as President and Vice President during this time as well as Chairman of the Personnel Committee for three years, Chairman of the Projects Committee for one year, and Chairman of the OEP Committee for one year.  Ms. Rowe has had a dedicated career at the Hodge paper mill and has been involved in many community activities over the years.

DISTRICT 7

Mr. Keith Burris was appointed to fill the unexpired term of Mr. Lynn Treadway who passed away on May 22, 2023.  Mr. Keith will serve on the Jackson Parish Police Jury until December 31, 2023.  He is on Buildings & Grounds Committee, the Personnel Committee, and the Economic Development Committee,
